Many English subs of the 2005 series, the 1979 series, and the Doraemons can be found on places like YouTube and Dailymotion. Many 1979 Doraemon episodes are available in high quality and in their original Japanese on the Chinese video site, Bilibili. So, you won't be able to watch every piece of Doraemon media, but there are places you can watch many of the media that is available. There's even a missing special episode from the 2005 series.
As of now, the 1973 series is completely missing (aside from some audio that resurfaced) and there are many episodes of the 1979 series which are technically lost aswell, or at least, they aren't available online nor on home media.
